3 WHEREAS the Water Division (dba Tacoma Water) with its
4 consultant, CH2MHill, has prepared the Tacoma Water System Plan (Water

Plan) dated September 2000 and entitled "Comprehensive Water Plan Update

- Volume I" and "Green River Watershed Management Plan - Volume 11" to
7
8 meet statutory requirements of the State Department of Health and King and
9 Pierce Counties, and
10 WHEREAS the Water Plan is the principal planning guidance
I I document for Tacoma Water, as it outlines policies and legal requirements, and
12 provides demand projections and long-term capital improvement projects, and
13
said document is on file with the Clerk, and
14
15 WHEREAS the Water Plan has had a lengthy approval process,
16 and it was approved in September 2000 by the State Department of Health,
17 and briefings have been made to the Public Utility Board and City Council, and
18 WHEREAS it is in the best interest of the City of Tacoma that the
19 Water Plan be adopted; Now, therefore,
20 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA:

Public Utility Board approval when they are proposed for implementation.

The Comprehensive Water Plan Update (Water Plan) is ready for Public Utility Board
and City Council approval at this time. In preparation for this request, the Public Utility
Board was briefed on the principal items in the Water Plan at the January 9, 2002, study
session. A similar briefing was held at the joint Public Utility Board/City Council study
session of January 23, 2001.
This Water Plan is a regulatory requirement of the State Department of Health and is
required by the State and Pierce and King Counties for approval of water utility projects.
In addition, the Water Plan outlines water quality and operation programs necessary to
meet State and Federal public health requirements. The Water Plan serves as the
principal guidance document for the Water Division, identifying policies and projects
necessary to demonstrate our compliance with local, state and federal regulations such as
the Growth Management Act and the Safe Drinking Water Act. The Water Plan consists
of two volumes. Volume I is the Comprehensive Water Plan Update and Volume 11 is
the Green River Watershed Management Plan. Supporting documents were developed in
four important areas: water reuse and conservation potential, resource availability,
integrated resource planning, and water demand forecast.
Planning criteria incorporated into this Water Plan are in accordance with the state
Growth Management Act. Specifically the water demand forecast was based on
delineated urban and rural areas in Tacoma's water service area. The water demand
projections and proposed facility sizing are consistent with the growth assumptions in the
City's and in Pierce and King Counties' Comprehensive Plans.
This Water Plan update represents completion of three plus years of staff effort with the
assistance of CH2MHill. The attached Request for Resolution and Request for City
Council Resolution approves the Water Plan. We ask for your consideration of this
important guide to utility system operations and upgrade.

The Comprehensive Water Plan Update (Water Plan), is ready for consideration by the
Public Utility Board and City Council at this time. This Water Plan is a standard
regulatory requirement of the State Department of Health. We have been in compliance
for many years. The plan documents Tacoma Water's capability to achieve compliance
with local, state and federal plans and regulations. The Water Plan is required by the
State and Pierce and King Counties for approval of Tacoma Water projects. In addition,
the Water Plan outlines water quality and operation programs necessary to meet State and
Federal public health requirements. It consists of two volumes. Volume I is the
Comprehensive Water Plan Update, and Volume H is the Green River Watershed
Management Plan.
This update represents completion of three plus years of staff effort with the assistance of
CH2MHill. This plan update has taken much longer than previous updates. The state
agencies' review was extended by several months because of questions raised about
water rights. The Department of Health approved the plan in September 2000. We
continued to work with the Department of Ecology on the water rights issues for several
more months. These matters came to closure with approval of the third extension of our
second diversion water right last fall.
We previously briefed the Public Utility Board and City Council on the Water Plan at the
January 23,2001, joint City Council/Public Utility Board study session. In light of the
recent changes in the City Council, we would be happy to meet with Mayor Baarsma and
the newly elected Council members to brief them individually. We propose to brief the
Public Utility Board at their January 9, 2002, study,session and request Public Utility
Board action at the January 23, 2002, Board meeting. City Council consideration would
be scheduled for the first Tuesday of February. We are providing the executive summary
chapter from the Water Plan and the brief discussion of key plan elements, which are
attached to this memo, to the Board and City Council for their information as well.
