1 A RESOLUTION related to the City's Commute Trip Reduction ("CTR") Plan;
approving the proposed plan and the proposed Growth and Transportation
2 Efficiency Center Program; and submitting both to the Puget Sound
Regional Council and the Washington State CTR Board for review and
3 approval.
4 WHEREAS, in 2006, the Washington State Legislature passed the
5
Commute Trip Reduction ("CTR") Efficiency Act ("Act"), which is a revision to
6
the 1991 CTR law and sets forth new planning requirements and higher goals
7
8 for reducing single-occupant vehicle ("SOV) trips and vehicle miles traveled
9 ("VIVIT") by affected employees, and
10 WHEREAS the Act requires local jurisdictions to develop CTR plans to
11 identify strategies for achieving the goals and also encourages local
12 jurisdictions to designate areas of dense employment and residential
13
development as Growth and Transportation Efficiency Centers ("GTEC") where
14
15 more aggressive strategies can be applied to achieve a greater reduction of
16 SOV trips and VIVIT, thus reducing demand on the state and local
17 transportation systems, and
18 WHEREAS the proposed City of Tacoma Commute Trip Reduction Plan
19 has been developed pursuant to the Act, and
20
WHEREAS the proposed CTR Plan is a planning document and
21
22 provides a rational basis for a discussion by the City Council on the level of
23 funding commitment necessary to achieve the state-mandated CTR goals, and

WHEREAS the proposed City of Tacoma Growth and Transportation
Efficiency Center Program represents the City's intent to apply for the

3 designation of downtown Tacoma as a GTEC, and
4 WHEREAS the Tacoma Planning Commission has reviewed the
5 proposed CTR Plan and the proposed GTEC Program and has recommended
6 that the City Council forward said documents to the Puget Sound Regional
7 Council and the state CTR Board for review and approval; Now, Therefore,
8
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA:

10 1. That the proposed Commute Trip Reduction Plan and the proposed
I 1 Growth and Transportation Centers Program, in substantially the form on file in
12 the office of the City Clerk, are approved.
13 2. That the proper officers of the City are authorized and requested to
14 forward the proposed plans to the Puget Sound Regional Council and the State
15
Commute Trip Reduction Board for approval.

Approving the draft Commute Trip Reduction (CTR) Plan and the draft Growth and Transportation Efficiency
Center Program and authorizing the submittal of such to the Puget Sound Regional Council and the State CTR
Board for review and approval.
6. BACKGROUND INFORMATION/GENERAL DiscussioN: (Why is this request necessary? Are there legal

In 2006 the Washington Legislature passed the Commute Trip Reduction (CTR) Efficiency Act ("Act"), which is a
revision to the 1991 CTR Law and sets forth new planning requirements and higher goals for reducing single-
occupant vehicle (SOV) trips and vehicle miles traveled (VMT) by "affected" employees. The Act requires local
jurisdictions to develop CTR plans to identify strategies for achieving the goals. The Act also encourages local
jurisdictions to designate areas of dense employment and residential development as Growth and Transportation
Efficiency Centers (GTEC) where more aggressive strategies can be applied to achieve a greater reduction in SOV
trips and VMT, thus reducing demand on the state and local transportation systems. The draft City of Tacoma
Commute Trip Reduction Plan has been developed pursuant to the Act. The draft CTR Plan is a planning
document, and provides a rational basis for a discussion by the City Council on the level of funding commitment
necessary to achieve the State mandated CTR goals. The draft City of Tacoma Growth and Transportation
Efficiency Center Program represents the City of Tacoma's intent to apply for the designation of Downtown
Tacoma as a GTEC. The Tacoma Planning Commission has reviewed the draft CTR Plan and the draft GTEC
Program and recommended that the City Council forward said documents to the Puget Sound Regional Council
and the State CTR Board for review and approval.
