I ORDINANCE NO. 22569
2 AN ORDINANCE amending Section 4 of Ordinance No. 19315 of the
City of Tacoma entitled "AN ORDINANCE creating in the
3 Treasury of the City of Tacoma a new fund to be known
and designated as the "Contingency Fund", setting
4 forth the purposes for which said fund is created,
establishing the method of appropriating from said
5 fund, and directing that proper books and accounts
relating to said fund be maintained."

7 BE IT ORDAINED BY THE CITY OF TACOMA:
a Section 1. That Section 4 of Ordinance No. 19315 of
9 the City of Tacoma be and it is hereby amended to read as
10 follows:
11 "Section 4. That moneys may be withdrawn from said
12 Contingency Fund by transfer to the appropriate operating fund
13 when authorized by resolution or ordinance of the Council of
14 the City of Tacoma duly adopted or passed by affirmative vote
15 of not less than six members of the Council, which ordinance
16 or resolution shall clearly state the facts constituting the
17 reason for the withdrawal or emergency which exists, as the
is case may be, and shall specify the fund to which the withdrawn
19 money shall be transferred."

Amend Ordinance 19315, Section 4, to read as follows:
Section 4. That monies may be withdrawn from said Contingency Fund by
transfer to the appropriate operating fund when authorized by resolution
or ordinance of the City of Tacoma duly adopted by six affirmative votes
of the entire legislative body, which ordinance or resolution shall clearly
state the facts constituting the reason for the withdrawal and shall specify
the fund to which the withdrawn money shall be transferred.
5. BACKGROUND INFORMATION (Why is Request necessary?)
As presently written, Ordinance 19315 requires approval by a majority of
the City Council to authorize transfers from the Contingency Fund to
operating funds. The requested change will require approval by a minimum
of six members of the City Council.
The City Council expressed at its November 9, 1981 Budget Workshop the
desire to set monies aside for emergency purposes and possible future fiscal
crisis. Towards that objective the Preliminary 1982 Budget includes an
appropriation of $600,000 for the Contingency Fund, an increase of $500,000
more than the two prior years.
