ORDINANCE NO. 25744
1 AN ORDINANCE authorizing the City of Tacoma to enter into an agreement with
2 the City of Fircrest to provide fire protection and emergency medical
services to the City of Fircrest, and to appropriate funds from said
3 agreement to the City of Tacoma Fire Department.
4 WHEREAS the City of Tacoma and the City of Fircrest are negotiating the
5 terms of an agreement for the consolidation of fire protection and emergency
6 medical services, and
7 WHEREAS a Memorandum of Understanding between the City of Fircrest
8 and the City of Tacoma, outlining the specific terms contemplated, is on file in the
9 office of the City Clerk, and
10 WHEREAS the City of Tacoma, through an interlocal agreement, agrees to
I I provide fire protection and emergency medical services to the City of Fircrest,
1 2 which necessitates establishing the terms, requirements, and conditions for
1 3 providing the services by the City of Tacoma to the City of Fircrest; Now,
14 Therefore,
1 5 BE IT ORDAINED BY THE CITY OF TACOMA:
1 6 Section 1. That the City Council shall approve an agreement with the City
1 7 of Fircrest which would incorporate the following terms and conditions:
1 8 1. Fircrest will provide its fire station and will pay an annual contract fee for
1 9 fire suppression and emergency medical services.
20 2. Advanced life support ambulance transport will be provided to Fircrest
21 residents as an extension of the program already in effect for Tacoma residents.
22 3. The Tacoma Fire Department will purchase some of Fircrest's fire
23 vehicles and will finance a fire station remodeling project.
24 4. The Tacoma Fire Department will relocate an existing engine to the
25 Fircrest Fire Station and will assign a paramedic position to the crew.

1 5. The City of Fircrest's two permanent employees will be assumed by the
2 Tacoma Fire Department.
3 6. In consideration for these services by the Tacoma Fire Department, the
4 City of Fircrest shall pay $532,421 for such services.
5 7. The contractual consolidation will initially save the City of Tacoma
6 approximately $370,000 annually, and will provide additional advanced life
7 support to the citizens of both communities.
8 8. The initial term of the agreement will be 10 years, commencing as
9 agreed upon by the parties.
10 BE IT FURTHER ORDAINED BY THE CITY OF TACOMA;
1 1 1. That the funds received pursuant to this agreement by the City of
12 Tacoma are designated to be used for the specific and limited purpose of
13 providing fire protection and emergency medical services by the Tacoma Fire
14 Department, and said sums are appropriated pursuant to the provisions of
15 RCW 35.34.200; and the biennial budget of the City for the years 1995/1996 shall
16 be deemed to be and the same is hereby amended to provide for the expenditures
17 hereof.

Authorizing the execution of an agreement to provide fire and emergency medical services to the City of IFircrest, depositing in
the General Fund $532,421 and appropriating $532,421 to the Fire Department for additional operational expenses to provide
these services during the 1995-96 biennium.

Last year, Fire staff was invited to participate in discussions with a task force of citizens created by the Fircrest City Council to
review the performance of their fire and emergency medical services. Recently, that task force recommended and the Fircrest
City Council authorized negotiations with Tacoma Fire staff culminating in the proposed agreement extending fire and
emergency medical services to Fircrest.
Under the terms of the agreement, Fircrest will provide its fire station and will pay an annual contract fee for fire suppression
and emergency medical services. ALS Ambulance transport will'also be provided to Fircrest residents as an extension of the
program already in effect for Tacoma residents. The Tacoma Fire Department will purchase some of Fircrest's fire vehicles and
will finance a fire station remodeling project. Those costs will gradually be recovered by Tacoma Fire through repayments
included in the contract fee.
Tacoma Fire will relocate an existing engine to the Fircrest Fire Station and will assign a paramedic position to the crew.
Fircrest's two permanent employees will be assumed by the Tacoma Fire Department. The services agreement will cause the
Fire Department staffing to be increased by a total of five commissioned positions.
7. Financial Impact: (Future impact on the budget.)
The proposed budget for the additional service is included in the memorandum from Chief Moore to the City Manager, dated
July 18, 1995. The agreement allows annual adjustments to the contract fee to allow for increased costs of opdra-i'tion.
