RESOLUTIONNO.
1 A RESOLUTION relating to a special project of limited duration; authorizing the
2 extension of the Tacoma Fire Department's Emergency Management
Planning Performance Program through December 31, 2016, and
3 continuing the designation of special project positions and benefits,
4 pursuant to Sections 1.12.155, 1.24.187, and 1.30.300.D of the Tacoma
Municipal Code and Section 6.1 (h) of the Tacoma City Charter.

WHEREAS, on September 15, 2009, the City Council adopted Resolution
6
7 No. 37869, approving the establishment of the Emergency Management Planning
8 Performance Program ('3P"), as a special project of limited duration, to accelerate
9 and enhance needed emergency management planning and training in the City of
10 Tacoma, and
11
WHEREAS designating the City of Tacoma Fire Department's (TFD)
12
1 3 Emergency Management Planning Performance Program as a Special Project
14 of limited duration was necessary in order to assign personnel to improve the
1 5 City's existing departmental emergency plans, enhance the operational
1 6 capability of City staff assigned to the emergency operations centers of the City
1 7
and Pierce County, and perform other important emergency

19 management-related work, and
20 WHEREAS, in addition to the assignment of existing TFD emergency
21 management staff, 3P envisioned the temporary hiring of Special Project staff,
22 using grant funds, as well as the potential loan of existing City staff from other
23
departments for this effort, and
24
25 WHEREAS, pursuant to the provisions of TIVIC 1.12.155, 1.24.187, and
26 TacomaCityCharterSection6.1(h),employeeswhoarenotregularemployees

and are hired as project employees are paid as provided for by ordinance or

resolution of the City Council, and

4 WHEREAS, during the last three years, the grant-funded 3P temporary
5 project staff assisted the Tacoma Fire Department's ("TFD") emergency
6 management and other City staff in developing and updating the City's
7 emergency management plans, provided support to and assisted with event-
8
related training, and provided Community Emergency Response Team
9
10 ("CERT") instruction to the public, and
1 1 WHEREAS, in order to accomplish additional emergency management-
12 related work, the TFD proposes to extend the 3P project through December 31,
13 2016; Now, Therefore,

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA:

16 Section 1. That the City Council does hereby approve and authorize the
1 7 extension of the Emergency Management Planning Performance Program, a
18 special project of limited duration, through December 31, 2016.
1 9 Section 2. That the Special Project positions shall continue to be
20
compensated, contingent upon funding, in accordance with the salary schedule
21
22 referenced in Section 1. 1 2.155 TMC for the comparable classification of the
23 positions.
24 Section 3. That, in accordance with Section 1.24.187 TMC, the employees
25 identified to serve in the foregoing program shall be designated as unclassified
26
Special Project employees as of the date of hire.

Section 4. That Special Project employees who have been hired or may

be hired to work on the Special Project identified in this resolution shall continue
3
4 to receive benefits, all in accordance with and pursuant to the provisions of the
5 Compensation Plan of the City of Tacoma. They shall not be eligible for
6 longevity pay.
7 Section 5. That, because the Special Project identified in this resolution
8
is temporary in nature, it is deemed a temporary project for the limited duration
9
10 of four additional years, and the individuals so employed in such project
1 1 positions are temporary and unclassified, and shall have no claim to further or
12 continued employment with the City after cessation of this Special Project,
1 3 except pursuant to his or her obtaining status as a regular City employee under
14
the provisions of the Tacoma Municipal Code, or pursuant to further action of
1 5
16 the City Council relating to such Special Project.
1 7 Section 6. That all acts by agents or employees of the City consistent with
18 the intent of this resolution taken prior to the effective date of this resolution are
19 hereby ratified.

Section 7. That the City Manager is hereby authorized to direct the

appropriate City officers to proceed with the necessary actions for this Special
3
4 Project completion.

SUBJECT: EMERGENCY MANAGEMENT PLANNING PROJECT EXTENSION

In 2009, by Resolution No. 37869, the City Council approved the establishment of the Emergency
Management Planning Performance Program ("V") as a temporary project of limited duration, to
accelerate and enhance needed emergency management planning and training in the City of Tacoma.
During the last three years, grant funded 3P temporary project staff assisted Fire Department
emergency management and other City staff in developing and updating the City's emergency
management plans, providing support and assisting with event-related training, and providing
Community Emergency Response Team (CERT) instruction to the public.
Nonetheless, there is much more emergency management related work to be done. With your
approval, we would like to propose to the City Council that the project be extended for an additional
approximate four-year period, expiring December 31, 2016.
If this proposal is acceptable to you, it would be our intention to request that the City Council
authorize an extension of 3P as a temporary project through 2016 at the Council Meeting of March 5,
2013.
