RESOLUTION NO. 35389
WHEREAS the City of Tacoma has determined that it is in the City's best

3 interest to have consultants for the purpose of congressional liaison and related
4 activities during the 2002 session of the United States Congress, and
5 WHEREAS Simon and Company possess the necessary expertise to
6 discharge such duties, and
7 WHEREAS the City previously entered into a contract with Simon and
8
Company in 1994, pursuant to Resolution No. 32332, as amended by
9
10 Resolution No. 32855 for 1995, Resolution No. 33226 for 1996,
1 1 Resolution No. 33565 for 1997, Resolution No. 33898 for 1998, Resolution
12 No. 34244 for 1999, Resolution No. 34604 for 2000, and Resolution No. 35006
13 for 2001, and
14 WHEREAS it is in the best interest of the City to extend the contract for
15
services with Simon and Company for congressional liaison through
16
December 31, 2002; Now, Therefore,

18 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA:
19 That the proper officers of the City of Tacoma are hereby authorized to
20 extend the contract with Simon and Company for expert services to adequately
21 represent the interests of the City before the United States Congress, the
22 administration, and other federal agencies, with said proposed extension to
23
contract to be substantially in the form on file in the office of the City Clerk. This

authority to execute the amendment is contingent upon sufficient funds for the
2 contract amendment being appropriated by further action of the City Council.

AMENDMENT NO. 9 TO AGREEMENT FOR SERVICES
WHEREAS the City of Tacoma (the "City") entered into an agreement
with LEONARD S. SIMON, SIMON AND COMPANY, INC. (the "Contractor')
dated February 16, 1993, and
WHEREAS the City desires to utilize the services of the Contractor for
an additional period of one year under the same terms and conditions of the
original agreement, and
WHEREAS the Contractor is willing to provide such services on said
terms;
NOW, THEREFORE, in consideration of the mutual promises and
covenants herein contained, the parties hereby agree as follows:
1. That certain agreement between the City and the Contractor,
particularly Paragraph 2 thereof, is hereby amended as follows:
The Contractor shall receive, as compensation for the
furnishing of said services, a sum not to exceed Thirty-Five
Thousand Dollars ($35,000) for the year 2002, payable at a
rate of $2,708 per month, plus a total of $2,500 for
reimbursable expenses, commencing January 1, 2002, and
terminating on December 31, 2002. The Contractor shall
provide a monthly billing specifying the tasks performed and
a detailed report of the results to the City Manager's Office,
who will provide the necessary supervision to the Contractor
on behalf of the City.
2. Except as hereinabove specifically modified, all terms and
conditions of that agreement between the City and the Contractor, dated
February 16, 1993, shall remain in full force and effect. Further details are

Tacoma, 2002 Strategy and Action Plan.
IN WITNESS WHEREOF, the parties hereto have executed this
