A RESOLUTION relating to committees, boards, and commissions; supporting the
1 Citizen Committee, Board and Commission review recommendations of
setting term limits for ten consecutive years, with one-term exceptions as
2 needed; adding two-year youth positions to the Human Services
Commission, Tacoma Arts Commission, Commission on Disabilities, and
3 Sustainable Tacoma Commission; and revising the age requirement for
4 participation on all committees, boards, and commissions to 16 years.
5 WHEREAS, in December 2012, the City Council requested a review of the
6 City's Committees, Boards, and Commissions ("CBC") for the purpose of
7 assessing roles and responsibilities, output, connection to policy process, staff
8
resources, and limitations of staff resources for each CBC, and
9
WHEREAS additional areas of review included whether the CBCs are
10
1 1 meeting the needs of the City Council; have the tools to perform effectively and
12 efficiently, understanding resource limitations; and have opportunities to connect
13 with the City Council through regularly-scheduled updates and work plan progress
14
briefings, and

16 WHEREAS, on March 4, 2013, the City Manager provided the CBC Chairs
1 7 with the results of the review, and, on March 5, 2013, City staff presented findings
18 and recommendations to the City Council, and
19 WHEREAS the City Council supports recommendations relating to term
20
limits and youth participation, and
21
22 WHEREAS the proposed recommendations would set term limits for CBCs
23 at ten consecutive years, with one-term exceptions granted as needed for
24 institutional knowledge, and
25 WHEREAS, in order to encourage youth participation in government, the
26
recommendations include the addition of two-year youth positions, for those

between the ages of 16-18, as a vacancy occurs, to the Human Services
Commission, Tacoma Arts Commission, Commission on Disabilities, and

Sustainable Tacoma Commission; and revising the age requirement for all CBCs

4 to 16 years; Now, Therefore,
5 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA:
6 That the City Council hereby supports the following recommendations of the
7 Citizen Committee, Board, and Commission review: (1) setting term limits for ten
8
consecutive years for all committees, boards, and commissions, with one-term
9
10 exceptions granted as needed for institutional knowledge; (2) adding two-year
1 1 youth positions, for those between the ages of 16-18, as a vacancy occurs, to the
12 Human Services Commission, Tacoma Arts Commission, Commission on
1 3 Disabilities, and Sustainable Tacoma Commission; and (3) revising the age

requirement for participation on all committees, boards, and commissions to

16 16 years, all as more specifically set forth in the Citizen Committee, Board, and
1 7 Commission Final Report 2013 and staff recommendations on file in the office of
18 the City Clerk.

Commission on Disabilities, and Sustainable Tacoma Commission; and, changing the age requirement
for participating on all Committees, Boards and Commissions to 16 years old.
7. BACKGROUND INFORMATION/GENERAL DISCUSSION: (Why is this request necessary? Are there legal

In December of 2012, the Council requested that staff conduct a review of the City's Committees, Boards
and Commissions (CBC). The intent of the review was to better understand the CBC's and include an
assessment of the role and responsibilities, outputs, connection to policy process, staff resources, and
limitations of staff resources. Staff's goals were to ensure that the CBC's met Council's needs; to have
the tools to perform effectively and efficiently, understanding limitation to resources; and, to have
opportunities to connect with that to the Council through regularly scheduled updates and work plan
progress briefings.

On March 4 ,City Manager TC Broadnax forwarded the review to the CBC Chairs. At the March 5
Study Session, staff presented their review and recommendations to the Council. Council supported two
of the recommendations related to term limits and youth participation. The term limits will be for ten
consecutive years, with exceptions granted as needed for institutional knowledge. The youth
participation will apply to identifying a two-year positions for 16-18 year olds to specific CBC's and
changing the age requirement on all CBC's to 16 to encourage youth participation in City government.
