"SOLUTION NO. 3 8 5 61
1 A RESOLUTION relating to government relations; authorizing the execution of
2 a contract with Simon and Company Incorporated, in the amount of
$155,239, budgeted from the General Fund, for legislative lobbying
3 services for the years 2013 and 2014.
4 WHEREAS the City Council annually identifies certain issues that it
5 considers to be priorities for the upcoming sessions of the United States Congress
|1013|
in order to: (1) communicate to legislators which issues are considered most
|1013|
significant to the City that year; and (2) provide direction for City staff to efficiently
|1013|
9 prioritize its efforts in representing the City Council's interest, and
10 WHEREAS the City Council has determined that because of the extent
1 1of legislation considered by the United States Congress with potential impact on
12
the City and the fact that the development of legislation is a year-round process,
13
14 the City requires additional resources and expertise beyond what is available
15 from City staff, and
16 WHEREAS, in order to best achieve the legislative priorities of the City, it is
1 7necessary to retain the services of Simon and Company Incorporated to represent
18
the City's interests before Congress, the administration, federal regulatory
19
20 agencies, and to assist members of the City Council and City staff when they travel
21 to Washington D.C. on City business; Now, Therefore,

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA:
2 That the proper officers of the City are hereby authorized to execute a

contract with Simon and Company Incorporated, in the amount of $155,239,
|1013|
5 budgeted from the General Fund, for legislative lobbying services for the years
6 2013 and 2014, said document to be substantially in the form of the proposed
7 contract on file in the office of the City Clerk.

Authorizing the execution of a contract for legislative lobbying services for 2013 and 2014 with Simon
and Company in the amount of $155,239.
7. BACKGROUND INFORMATION/GENERAL DISCUSSION: (Why is this request necessary? Are there legal
requirements? What are the viable alternatives? Who has been involved in the process?)
The City annually adopts a Federal legislative agenda. The best opportunity for successfully carrying out
the agenda is provided by retaining lobbying services in Washington D.C. Simon and Company has
represented the City for several years and is well acquainted with the City's issues and has represented
the City's interests before Congress, the Administration, and Federal regulatory agencies. The firm also
provides assistance to members of the City Council and City staff when they travel to Washington D.C.
on City business.
