2 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA:
3 That it is the intention of the City Council to order the local improvement
4
described below and to pay the cost of such improvement by imposing and
5
6 collecting special assessments upon the real property that will receive special
7 benefit from the improvements.
8 That the improvement shall consist of establishing a grade and placing
9 thereon a permanent pavement, together with the installation of concrete curbs
10
and gutters, storm drain lines, and storm water catch basins, where needed, on

Mullen Street from North 42nd Street to North 43rd Street (Segment 1), North
1 2
1 3 40th Street from Baltimore Street to Bennet Street (Segment 2), Mason Avenue
14 from North 35th Street to North 36th Street (Segment 3), Cheyenne Street from
1 5 North 37th Street to North 38th Street (Segment 4), and Fir Street from North
1 6 15th Street to North 17th Street (Segment 5). The improvement may include
1 7
driveway entrances, sanitary sewer connections from the sewer lateral to the
1 8
property line, the removal and planting of trees, and all work necessary to
1 9
20 complete the improvement in full accordance with the plans and specifications
21 to be prepared by the City Engineer.
22 That the real property to be benefited by the improvement and which will
23 constitute Local Improvement District No. 8642 is described as follows:

All lands situate in the City of Tacoma, County of
6 Pierce, State of Washington.
7 Actual assessments may vary from assessment estimates, so long as

the assessments do not exceed the increased true and fair value the

improvement adds to the property being assessed. At the option of the

I 1 property owners, the assessments levied against the property shall become
12 due and payable in cash, without interest, within 30 days after publication of
13 notice of assessment, or in ten equal annual installments with interest on
14 deferred payments at a rate to be hereafter fixed, but in no event greater than

one-half percent above the rate of interest fixed upon sale of bonds for the
16
district.

18 That the Hearing Examiner of the City of Tacoma shall conduct a
19 hearing to consider the creation of the proposed local improvement district
20 described herein. That such hearing shall be held in the City Council
21 Chambers in the Tacoma Municipal Building, at 747 Market Street, on Monday,

February 27, 2006, at 5:00 p.m. That all persons who may desire to object to
the making of the improvement shall do so in writing and file such complaint

3 with the City Clerk before 5:00 p.m. on Monday, February 27, 2006, or shall
4 appear and present their objections at the hearing.
5 That the Director of Public Works shall submit to the Hearings Examiner
6 at a date prior to February 27, 2006, the estimated cost of the improvement; a
7 statement of the proportionate amount thereof which should be borne by the
8
property within the proposed local improvement district; a statement of the
9
10 aggregate actual value of the real estate, including 25 percent of the actual
I I value of the improvements thereon, within the district according to the valuation
1 2 last placed upon it for the purpose of general taxation; a statement in detail of
1 3 the local improvement assessments outstanding and unpaid against the
4 4 property within the district; together with a diagram or print showing the lots,
1 5
tracts, and parcels of land which will be specially benefited by the improvement;

1 7 and the estimated amount of the cost and expense of the improvement to be
18 borne by each parcel of property.
19 BE IT FURTHER RESOLVED that the City Clerk shall publish this
20 resolution in the official newspaper of the City of Tacoma, as required by law.

L.I.D. participation is estimated to be $636,578.60
