5 WHEREAS it is the desire of the City to designate the following
6 construction projects as special projects of limited duration, pursuant to the
7 provisions of Sections 1.24.980 of the Tacoma Municipal Code ("TMC") and
8 Section 6.1 (h) of the Tacoma City Charter: (1) Street Sign Retroreflectivity;

Section 1. That, pursuant to the provisions of Section 1.24.980 of the

Section 2. That the salaries and classes set forth in the Compensation Plan

19 for regular City employees shall be applied, contingent upon funding, to similar
20 project positions of the special project, which positions may include, but are not
21 limited to, management/engineering, project specialists, surveying/drafting,
22 construction management and inspection, laboratory, maintenance, environmental
23 specialists, financial, clerical, Building & Land Use Services, real estate specialists,
24
and electricians. The Compensation Plan is, by this reference, incorporated
25
herein as if fully set forth.

Section 3. That employees who have been hired or may be hired for
positions expected to be of limited duration shall be designated special project

3 employees as of the date of hire.
4 Section 4. That employees who have been hired or may be hired as
5 special project employees shall receive benefits, all in accordance with and
6 pursuant to the provisions of the Compensation Plan of the City of Tacoma;
7 provided, however, that the special project employees hired to work on the
8 identified special project shall not be eligible for longevity pay; and, provided
9
further, that the special project employees shall be given a one-time binding and
10
1 1 irrevocable election to participate in the City's Retirement System, pursuant to the
12 retirement provisions of Chapter 1.30 TMC; and, further, that should any current
13 regular employee eligible for longevity pay be assigned to the special project, the
14 employee so assigned shall continue to be eligible for longevity pay and shall
15 become or remain a member of the City's Retirement System, pursuant to any
16
applicable provisions of Chapter 1.30 TIVIC, and contributions shall be paid therein
17
by the City pursuant to Section 1.30.360 TIVIC.

19 Section 5. That, inasmuch as the positions to be filled, pursuant to this
20 resolution, are of a temporary nature and are unique in that they pertain only to the
21 aforementioned special projects, they are deemed temporary positions; and
22 persons so employed in such positions shall have no claim to further or continued
23 employment with the City of Tacoma after cessation of such special projects or
24
after cessation of activities funded by said programs, except pursuant to their
25
obtaining status as regular City of Tacoma employees under the provisions of the

Tacoma Municipal Code or pursuant to further action of the City Council relating to
these special projects.

Section 6. That all acts by agents or employees of the City consistent

4 herewith are hereby ratified.

6 appropriate City officers to proceed with the necessary actions for the completion
7 of these special projects.

This memorandum provides information regarding the Request for Resolution for Special
Projects of limited duration pursuant to the provisions of Tacoma Municipal Code Sections

2011 Special Projects
Street Sign Retroreflectivity
Contact: Chris Larson, 591- 5538
Description: USDOT FHWA has mandated minimum retroreflectivity levels for roadway signs
and required that the City develop a database to manage nighttime visibility of these signs. This
project will establish a sign inventory and will replace outdated signs to conform to the new
requirements.
Total Project Cost: City work is estimated at $1,006,000
Designation Duration: Continues until the project is completed (Decernber 2016).

SR509 Slip Ramps at East D Street

Description: This project will construct a half diamond interchange at East D Street and SR509.
An added Interchange Justification Report is required. The project includes public/private
partnerships that are still developing.
Total Project Cost: City work is estimated at $18,000,000

Browning St. - Grandview to Pioneer

Description: This project is a partnership with the Puyallup Tribe of Indians to reconstruct
Browning Street from Grandview Avenue East to Pioneer Way. Improvements will include
sidewalks, stormwater treatment, walls, curb and gutter, widening for a right turn lane on
Browning at Pioneer, widening for a left turn lane on Pioneer at Browning, and signal
infrastructure.
Total Project Cost: $3,300,000
Designation Duration: Continues until the project is completed (December 2016).

Stadium Way - S 9th to Tacoma Avenue

Description: The Stadium Way Arterial Project is a complete streets project that includes
extensive soldier pile walls, some reinforced concrete walls, and adds retrofit tie-backs among
other features to the Schuster Parkway Wall. Ground improvement in the form of compaction
grouting and stone columns will be performed with the work in Stadium Way. Therefore
specialty inspection and testing will be required related to these construction activities.
Total Project Cost: $12,750,000
Designation Duration: Continues until project completion in (December 2013).

Alaska Street (from S. 56 th to S. 72 nd St.) Arterial Street Improvement

Description: This project shall generally consist of a full pavement removal, clearing and
grubbing, grading and construction of asphalt concrete pavement for the existing street from
South 56 th Street to South 72 nd Street. There will be left turn lanes at both ends of the project, at
S. 56th and S. 72 nd . This work will include the construction of new curb & gutter, porous asphalt
parking lanes, concrete sidewalks, concrete driveway approaches, sanitary sewer, storm sewer,
new drainage structures, adjustment of water utility structures and appurtenances, new street
lights and pedestrian crossings with mid-block pedestrian refuge islands, ADA compliant curb
ramps at each intersection and installation of pavement markings, painting of channelization
lines, bike lanes, planting street trees and other streetscape
Total Project Cost: City work is estimated at $6,1 00,000
Designation Duration: Continues until the project is completed (December 2012)

South Tacoma Way (from S. 43 rd to S. 66 1h St.) Arterial Street Improvement

Description: This project will provide and asphalt overlay of South Tacoma Way, add new transit
shelters at existing stops, replace hazardous sidewalk, add sidewalk where necessary,
streetlighting, landscaping, midblock pedestrian signal bulb outs, reconstruct driveways and
curb ramps for ADA compliance, and construct a segment of the Historic Water Ditch Trail. The
overlay will be from S. 43rd to S. 47 1h St. and from S. 56 th St. to S. 66 th St.
Total Project Cost: City work estimated at $5,500,000.
Designation Duration: Design will be complete in early 2012. At this time, only partial funding
has been secured. Funding to date is $ 2,652,023. Construction is anticipated to be completed
in 2013.

project management/engineering personnel, construction management and inspection
personnel.
Pacific Avenue Streetscape, Phase I

Description: The downtown region bounded by South 7 th Street to South 17 th Street and
Broadway to Cliff Street will be revised by transitioning existing right-of-way for multimodal use,
including new bike paths, widening sidewalks, and installing medians, street trees and other
amenities. The focus of the work will be on Pacific Avenue.

Old Town Dock

Description: The Old Town Dock project will rehabilitate the dock-by replacing worn wooden
structural components. Replace missing finger floats and realign and repair the main
breakwater float. In conjunction with these activities the dock will be brought up to code for fire
protection and lighting and upland amenities and grading will be installed at the entrance to the
pier.
Total Project Cost: $2,000,000
Designation Duration: Continues until the project is completed (January 2013).

Tacoma Avenue South Bridge

Description: This project will rehabilitate this existing 80 year old bridge with a new concrete
deck, sidewalk, streetlights and guardrails. Deteriorated beams and girders will be rehabilitated
and some spot painting will be provided.
Total Project Cost: The project is expected to cost $8.9 million including design, inspection and
construction costs.
Designation Duration: Continues until the project is completed (December 2014).

Stormwater Permit Compliance

Description: Compliance with Tacoma's new Phase I National Pollutant Discharge Elimination
System (NPDES) permits. A one year permit issued in 2012 and a second five year permit
issued in 2013 is anticipated. Work will include various measures to revise our program for
consistency with the new permits including potential appeal, code development, program
development and implementation of the program. Specific tasks may include but are not limited
to source control, maintenance, inspections, capital projects, plan review and program
development and implementation. This increased level of effort is especially significant during
the initial development and implementation phase as we work to understand and comply with
the new permit. Project personnel would allow Environmental Services to quickly secure
needed staff to assist during the permit's initial program development phase.
Total Project Cost: $500,000/year estimated new staff costs
Designation Duration: Continues until December 31, 2016.

Site Development Permit

Description: Development and implementation of a new permit specific to site development
activities such as grading, utilities and access. The new site development permit would allow
on-site and potentially off-site development to be reviewed for compliance with all City codes
and regulations within one coordinated permit. Specific tasks may include but are not limited to
development of client assistance materials, program and process development and review
activities. Project personnel would allow Environmental Services to quickly secure additional
staff if needed to assist during permit development, startup and program implementation.

Urban Forestry Program

Description: Development and implementation of Tacoma's Urban Forestry Program. Work will
include development of code, manuals, standard plans, specifications and management plans
as well as efforts to promote and maintain the urban forest. This program will implement the
requirements of the newly adopted Urban Forest Policy. Specific tasks may include document
writing, coordination with internal and external stakeholders, promoting the program to the
public, development of incentives, inspection, enforcement, maintenance and inventorying.
Project personnel would allow Environmental Services to quickly secure staff during program
development and implementation and support the city's goal of retaining and planting trees
properly to achieve a 30% city-wide canopy cover.
Total Project Cost: $400,000/year estimated new staff costs
Designation Duration: Continues until December 31, 2016.

project specialists, environmental specialists, arborists, and landscape architects.

Foss Superfund Compliance

Description: Compliance with the Thea Foss and Wheeler-Osgood Remedial Action Consent
Decree. Construction of the sediment remediation project was completed in 2006 and the fifth
year of post-construction monitoring is underway. Long term monitoring required by the
Consent Decree is required through 2016 and the need for additional monitoring will be
evaluated at that time. The intent of this monitoring is to ensure that the waterway does not
become recontaminated or otherwise compromised, and that habitat mitigation sites constructed
as part of the project are meeting the established performance criteria. In addition, extensive
stormwater monitoring is performed under the decree to evaluate stormwater quality entering
the waterway. Specific tasks in the overall monitoring program include sediment sampling, boat
and sampling equipment operation and maintenance, stormwater sampling, source control
inspections, data analysis and reporting, data management and database maintenance.
Total Project Cost: $850,000/year estimated new staff costs
Designation Duration: Continues until December 31, 2016.

project specialists, construction management and inspection personnel, and laboratory
personnel.
Electronic Operations & Maintenance Manual

Description: This project will provide the NPDES Permit required Operation and Maintenance
Manual for the Central Wastewater Treatment Plant. The City is required through its NPDES
Permit in accordance with the Washington Administrative Code (WAC 173-240-080) to have
and maintain a detailed manual that describes the means and methods to properly operate and
maintain the plant facilities and equipment. Following completion of the recent plant upgrade,
consultants for the City developed an electronic Operations and Maintenance (eO&M) Manual
for the new facilities constructed as part of that project. The eO&M Manual developed provides
the plant documentation in electronic format which allows staff to more easily organize, access
and use the information to operate and maintain the facility. In addition, a centralized location
makes it easier to manage and track changes that occur at the facility. The City now plans to
update and bring the rest of the plant O&M manual into this electronic format. This requires
increased levels of staff to assist in the documentation of equipment and piping changes that
have occurred at the facility and to incorporate that information into the electronic tool. This
increased level of effort is especially needed for the required drawing updates to the older parts
of the facility. Project staff would allow Environmental Services to quickly secure needed staff to
assist with this effort.
Total Project Cost: $2,000,000
Designation Duration: Continues until December 31, 2016.

Wastewater Treatment Control System Upgrade

Description: The existing wastewater treatment plant control system was first installed in 1988
and is being discontinued by the vendor and no technical support will be available The
Wastewater Treatment Control System Upgrade (project) replaces existing and associated
equipment whilst at the same time providing increased reliability and redundancy. The project
includes additional fiber optic backbone, extensive documentation of field systems and control
loops as well as an automated system designed to track changes made to the control system
for improved troubleshooting.

Engineering Design Record Drawings Maintenance

Description: The maintenance of the Public Works' Engineering Design Record Drawings is a
critically important effort to document key information on each of the utilities' infrastructure
assets. This maintenance program consists of updating engineering design drawings and the
Geographical Information System (GIS) with the use of pre- and post-construction survey data,
inspector field notes and Global Positioning System (GPS) field verification. The record
drawings are utilized by engineers, consultants and citizens as their first resource to plan for
future upgrades and new service connections, troubleshoot system backups, locate customer
side sewers, etc.
Total Program Cost: $250,000/year estimated new staff costs
Designation Duration: Continues until December 31, 2016.
Potential project personnel needs: may include project management/engineering personnel,
project specialists, GIS/surveying/drafting personnel, construction management and inspection
personnel.
Stormwater and Wastewater Utilities' Asset Management Program

Description: The asset management program is a critically important effort to document key
information on each of the utilities' 1 00,000+ infrastructure assets. This program consists of

data collection, collation and analysis and involves a mix of field work to verify the asset register
and office work to manage the data. The goal of the asset management program is to maintain
business processes to ensure that the life cycle cost of owning and operating our infrastructure
