The City is required through its NPDES Permit in accordance with the Washington Administrative Code (WAC 173-240-080) to have and maintain a detailed manual that describes the means and methods to properly operate and maintain the plant facilities and equipment. Following completion of the recent plant upgrade, consultants for the City developed an electronic Operations and Maintenance (eO&M) Manual for the new facilities constructed as part of that project. The eO&M Manual developed provides the plant documentation in electronic format which allows staff to more easily organize, access and use the information to operate and maintain the facility. In addition, a centralized location makes it easier to manage and track changes that occur at the facility. The City now plans to update and bring the rest of the plant O&M manual into this electronic format. This requires increased levels of staff to assist in the documentation of equipment and piping changes that have occurred at the facility and to incorporate that information into the electronic tool. This increased level of effort is especially needed for the required drawing updates to the older parts of the facility.
