1 A RESOLUTION relating to economic development; authorizing the execution of
2 an interlocal agreement with Pierce County and the cities of DuPont, Fife,
Gig Harbor, Lakewood, Puyallup, and Sumner for the establishment of the
3 Pierce County Tourism Promotion Area.
4 WHEREAS chapter 35.1 01 RCW authorizes counties to establish
5 tourism promotion areas to permit the levy of special assessments to be
6
expended exclusively for tourism promotion, and
7
8 WHEREAS, in March 2009, the operators of lodging businesses located
9 within Pierce County ("County") presented an initiation petition to the Pierce
lo County Council ("County Council") seeking to have the County Council
1 1 establish a Pierce County Tourism Promotion Area, and
1 2 WHEREAS, on May 19, 2009, the County Council adopted a resolution
13
entitled "A Resolution of the Pierce County Council Providing Notice of the
14
Intent to Establish a Tourism Promotion Area," and
15
16 WHEREAS the cities of DuPont, Fife, Gig Harbor, Lakewood, Puyallup,
17 and Sumner have, by appropriate legislative action, authorized or are
i8 scheduled to consider authorization of the execution of an interlocal agreement
19 with the County establishing a Pierce County Tourism Promotion Area to
20 include the collection of special assessments from lodging businesses within
21
their respective jurisdictions, and
22
23 WHEREAS the proposed special assessments to be imposed on the
24 operators of the lodging businesses in the County are (1) Zone A--Tacoma,
25 $1.50 per occupied room/day; (2) Zone B--Fife, Lakewood, Puyallup, $1.00 per

occupied room/day; (3) Zone C--DuPont, Gig Harbor, and Sumner, $0.50 per
2 occupied room/day; and (4) Zone D--Zone D, $0.00 per occupied room/day,
3 and
4 WHEREAS, on September 29, 2009, the Economic Development
5 Committee gave a "do pass" to authorize the execution of the proposed
6 interlocal agreement; Now, Therefore,
7 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA:

That the proper officers of the City are hereby authorized to execute an
9
10 interlocal agreement with Pierce County and the cities of DuPont, Fife, Gig
I I Harbor, Lakewood, Puyallup, and Sumner for the establishment of a Pierce
12 County Tourism Promotion Area, said document to be substantially in the form
13 of the proposed interlocal agreement on file in the office of the City Clerk.

Authorizing the proper City officials to execute an interlocal agreement with Pierce County and the cities
of Puyallup, Fife, Gig Harbor, Lakewood, DuPont, and Sumner for the establishment of the Pierce
County Tourism Promotion Area.
7. BACKGROUND INFORMATION/GENERAL DISCUSSION: (Why is this request necessary? Are there legal
requirements? What are the viable alternatives? Who has been involved in the process?)
The Washington State Legislature in Chapter 35.1 01 RCW authorizes a County to establish a Tourism
Promotion Area to permit the levy of Special Assessments to be expended exclusively for tourism
promotion.
In March 2009, The Operators of Lodging Businesses located within Pierce County presented an
Initiation Petition to the Pierce County Council seeking to have the Pierce County Council establish a
Pierce County Tourism Promotion Area. On May 19, 2009, the Pierce County Council adopted a
resolution entitled "A Resolution of the Pierce County Council Providing Notice of the Intent to Establish a
Tourism Promotion Area.
The cities of Puyallup, Fife, Gig Harbor, Lakewood, Dupont, and Sumner have by appropriate legislative
action, authorized or are scheduled to consider authorization of the execution of an Interlocal Agreement
with Pierce County establishing a Pierce County Tourism Promotion Area to include collection of Special
Assessments from Lodging Businesses within their respective jurisdictions.
The proposed Special Assessments to be imposed on the operators of the lodging businesses in Pierce
County are as follows:
