PXSOLUTION NO. 36084
1 BY REQUEST OF MAYOR BAARSMA
2 WHEREAS it is the City Council's intent to provide opportunities for
3 citizens to participate in the affairs and activities of City government to the fullest
4 extent possible, and
5 WHEREAS the Council previously established an Appointments
6
Committee (Resolution No. 32408, adopted November 30, 1993), a Public
7
8 Safety Committee (Resolution No. 32466, adopted January 4, 1994, and
9 Resolution No. 35518, adopted May 21, 2002), an Economic Development
10 Committee (Resolution No. 35969, adopted September 30, 2003), and a
1 1 Neighborhoods Committee (Resolution No. 35969, adopted September 30,
12 2003), as standing committees to make recommendations to the full Council,
13
and
14
15 WHEREAS the Council has identified public safety, neighborhoods, and
16 economic development as its primary strategic priorities, and
17 WHEREAS the Council now desires to establish an Environment and
18 Public Works Committee, and Government Performance and Finance
19 Committee as standing committees of the Council, and
20
WHEREAS the Council desires to rename the Public Safety Committee
21
as the Public Safety and Human Services Committee, and
22
23 WHEREAS the Council desires to rename the Neighborhoods Committee
24 as the Neighborhoods and Housing Committee, and
25

WHEREAS the committees will be composed of four Council Members
appointed by the Mayor and confirmed by the Council, and each committee will

3 select its own chair and vice-chair, and
4 WHEREAS each committee will identify its scope of work and any
5 non-voting membership and submit these to the full Council for adoption by
6 resolution, and
7 WHEREAS each committee meeting will be duly noticed and/or regularly
8
scheduled at meeting times determined by the committee and adopted by the
9
10 Council as provided in the Rules of Procedure of the Council of the City of
I I Tacoma ("Rules of Procedure") Rule 14(2), and
12 WHEREAS the full Council will meet on a regular basis to hear reports
1 3 and recommendations of the committees; Now, Therefore,
14 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA:

That there is hereby established a standing committee of the City

Council, to be known as the Environment and Public Works Committee.

18 BE IT FURTHER RESOLVED that there is hereby established a standing
19 committee of the City Council, to be known as the Government Performance
20 and Finance Committee.
21 BE IT FURTHER RESOLVED that the existing Public Safety Committee
22
shall be known as Public Safety and Human Services Committee.

BE IF FURTHER RESOLVED that the existing Neighborhoods
24
25 Committee shall be known as the Neighborhoods and Housing Committee.

4 The following Standing Committees of the City Council are hereby established.
The functions and purposes of the standing committees are set forth below.

7 Appointments Committee The Appointments Committee is responsible for
the following activities related to Council
8 committees and the City's citizen advisory groups:
9 0 Initiating and coordinating the process for
10 the appointment of Council Members to
committees. Appointments themselves are
11 made by the Council as a whole.
12 0 Reviewing applications and making
13 recommendations for appointments to
citizen committees, boards, commissions,
14 and task forces.

4. PREPARATION OF A RESOLUTION IS REQUESTED FOR THE CITY COUNCIL MEETING OF TUESDAY,
JANUARY 20,2003.
5. SUMMARY TITLE/RECOMMENDATION: (A concise sentence, as it will appear on the Council Agenda)
Establishing new standing committees of the City Council, each comprised of four City Council Members
as voting members, to make recommendations to the full City Council: Environment and Public Works
Committee; Government Performance and Finance Committee; renaming the existing Public Safety
Committee to the Public Safety and Human Services Committee; and renaming the existing
Neighborhoods Committee to the Neighborhoods and Housing Committee.
6. BACKGROUND INFORNIATION/GENERAL DISCUSSION: (Why is this request necessary? Are there legal
requirements? What are the viable alternatives? Who has been involved in the process?)
The City Council has identified public safety, neighborhoods, and economic development as its primary
strategic priorities. The Council previously established an Appointments Committee, Public Safety
Committee, Neighborhoods Committee, and Economic Development Committee as standing
committees, and now desires to establish additional committees as standing committees of the Council.
In addition, the Public Safety Committee shall be renamed the Public Safety and Human Services
Committee, and the Neighborhoods Committee shall be renamed the Neighborhoods and Housing
Committee. Each committee will be comprised of four Council Members, with members to be appointed
by the Mayor and confirmed by the Council. Each committee will identify its scope of work and any non-
voting membership and submit these to the full Council for adoption by resolution. The standing
committees will make reports and recommendations to the full City Council.
