Req. #12017 RESOLUTION No. 3 7 6 31 BY REQUEST OF MAYOR BAARSIVIA AND COUNCIL MEMBERS FEY, LADENBURG, AND WALKER 2 A RESOLUTION creating an Office of Sustainability and establishing the 3 Sustainable Tacoma Commission on Climate Change. 4 WHEREAS, in February 2007, the City Council appointed a Green 5 Ribbon Climate Action Task Force ("Task Force") to define carbon reduction 6 goals and develop specific community and government action plans to achieve 7 8 those goals, and 9 WHEREAS, on July 1, 2008, the Task Force presented a report titled 10 "Tacoma's Climate Action Plan" ("Plan") to the City Council, and 1 1 WHEREAS the Plan provides strategies for achieving carbon reduction 12 goals, generally divided into five categories: "City Leading by Example," 13 "Moving People and Goods More Efficiently," "Enhancing Compact/Livable 14 Neighborhoods," "Energy Efficiency in Our Buildings, Homes, and Industries," 15 16 and "Reuse and Recycle ... from Buildings to Food Waste," and 17 WHEREAS the Task Force recommended establishment of a citizen's 18 oversight commission to bring citizen accountability, transparency, and 19 vigilance to the long-term implementation of the Plan, and 20 WHEREAS the City Council and the Tacoma Public Utility Board ("Utility 24 Board") wish to establish central points of contact for implementation of the 22 23 Plan in order to coordinate actions across departments through the creation of 24 an Office of Sustainability ("Office"), and 25 26 res12017.doc-EAP 40 LEG 004 (11/89) WHEREAS the Office will be staffed from positions appointed by the City Manager and the Director of Utilities, respectively; Now, Therefore, 2 3 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA: 4 Section 1. That there is created an Office of Sustainability ("Office"), 5 which shall report to the City Manager and the duties of which shall include: 6 (1) Research and development of City policies and programs that foster 7 achievement of the City's sustainability goals and objectives; (2) Establishment 8 of two 5- and 1 0-year sustainability goals for City government and the 9 10 community and periodic updates and reports on the achievement of those I I goals, including financial savings to the City; (3) Provide staff support to the 1 2 Sustainable Tacoma Commission on Climate Change and to any internal City 1 3 workgroups implementing or supporting the Plan; (4) Integrate sustainability 1 4 and environmental values into City plans, programs, and policies; (5) Make 5 recommendations to the City Council, the City Manager, and the Utility Board 1 6 and Director of Utilities, as appropriate, to implement appropriate policies and 1 7 18 practices; (6) Promote sustainable practices by citizens, businesses, 19 government agencies, and nonprofit organizations; (7) Represent, in 20 coordination with governmental relations staff, the City and TPU in forums and 21 meetings promoting sustainability and coordinate with state, regional, and 22 national climate action efforts; (8) Establish a partnership to analyze and 23 reduce the carbon footprint in business and industry; and (9) Encourage and 24 25 actively support sustainable activities of government agencies in Pierce County. 26 2 - 41 res12017.doc-EAP/1ad LEG 004 (11/89) Section 2. That, pursuant to and consistent with the Tacoma City 1 2 Charter, Article IV, Section 4.17, the City Council authorizes Tacoma Public 3 Utilities ("TPLI"), through its Director and subordinates, to collaborate with the 4 Office to accomplish its public policy purposes; and authorizes TPU to create a 5 sustainability function to accomplish such collaboration with such authorization 6 subject to City Council review and reauthorization no later than October 1, 7 2010. 8 Section 3. The Commission shall consist of 1 1 members, who shall be a 9 balanced representation of various stakeholders in the Tacoma community, 10 such as environmental, small business, labor, housing, industrial and port, I I transportation, education, building industry, and residential consumers. 1 2 4 3 Members shall be recommended by the City's Appointments Committee and 1 4 confirmed by the City Council. Commission members shall serve staggered 1 5 terms of three years. The initial terms shall be one year for the first, second, 1 6 and third members appointed; two years for the fourth, fifth, sixth, and seventh 4 7 members appointed; and three years for the eighth, ninth, tenth, and eleventh 18 members appointed. A member shall hold office until the member's successor 1 9 is appointed; provided, that the term of the successor shall be deemed to have 20 2 1 commenced upon the expiration of the term of the member holding over and 22 shall be considered a full term. In an effort to promote both stability within the 23 Commission and to encourage rotation of the membership, the City Council 24 sets a guideline of two full terms per member but, at its discretion, may 25 reappoint members to serve more than two terms. 26 4 - resl 2017.doc-EAP/lad 43 LEG 004 (11/89) B. The Commission shall be subject to the provisions of Washington's Open Public Meetings Act. 2 3 C. The Commission shall adopt written rules governing its procedures 4 and providing for the holding of regular and special meetings. A copy of these 5 rules shall be filed with the City Clerk. 6 D.
