A RESOLUTION relating to solid waste management; authorizing the execution of
2 the Interlocal Agreement to Formalize the Partnership Between Pierce
3 County and the City of Tacoma for Solid Waste Programs through
December 31, 2020.

WHEREAS, in November 2008, the Pierce County Council adopted the
5
2008 Supplement to the Tacoma-Pierce County Solid Waste Management
6
7 Plan ("2008 Supplement"), and
8 WHEREAS the focus of the 2008 Supplement is to move forward with
9 new strategic initiatives to build upon the existing solid waste and recycling
10 management systems in all of Pierce County ("County"), and
1 1 WHEREAS a critical item in the 2008 Supplement is the goal to reduce
12
solid waste disposal through waste reduction and recycling programs, and
1 3
14 WHEREAS the City and the County share a common goal to reduce, per
capita, solid waste disposed from a 2007 level of 4.5 pounds per day to a level
1 5
16 of 1.09 pounds per day by the year 2031, and
1 7 WHEREAS the City agrees to work collaboratively with the County to
1 8 increase recycling and diversion programs and decrease the amount of solid
1 9 waste that is collected for landfill disposal, and

WHEREAS the purpose of the proposed interlocal agreement is to
21
22 establish the framework for the continued cooperation by the City and the
23 County in the development and implementation of solid waste reduction and
24 recycling programs to reduce the volume of solid waste generated by City and
25 County residents, and

WHEREAS, on December 2, 201 0, the Pierce County Council approved
2 the proposed Interlocal Agreement to Formalize the Partnership Between
3 Pierce County and the City of Tacoma for Solid Waste Programs; Now,
4 Therefore,
5 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA:
6 That the proper officers of the City are hereby authorized to execute the
7
Interlocal Agreement to Formalize the Partnership Between Pierce County and
8
9 the City of Tacoma for Solid Waste Programs through December 31, 2020, said
10 document to be substantially in the form of the proposed interlocal agreement

Authorize an Interlocal Agreement between Pierce County and the City of Tacoma for solid waste
programs through December 31, 2020.
7. BACKGROUND INFORMATION/GENERAL DISCUSSION: (Why is this request necessary? Are there legal

In November 2008, The Pierce County Council adopted the 2008 Supplement to the Tacoma-Pierce
County Solid Waste Management Plan. The focus of the 2008 Supplement is to move forward with new
strategic initiatives to build upon the existing waste and recycling management systems in all of Pierce
County.
A critical item in the 2008 Supplement is the goal of reducing waste disposal through waste reduction and
recycling programs. As part of this Agreement, the County and City agree to work collaboratively to
increase recycling and diversion programs and decrease the per person waste disposed through landfill
disposal. Both jurisdictions agree that the goal is to achieve a reduction of the per capita waste disposed
at the 2007 level of 4.5 pounds, per capita, per day to a level of 1.09 pounds, per capita, per day by
2032. This Agreement allows the County and City to expand cooperative efforts for the purpose of
increasing recycling and reducing wastes.
The Pierce County Council approved the Interlocal Agreement between Pierce County and the City of
Tacoma for solid waste programs on December 2, 201 0.
