RESOLUTION NO. 3 8 2 4
I A RESOLUTION relating to the City's vision and definition of sustainability;
establishing the City's vision and definition of sustainability; and establishing
2 a framework for the City to track and report on its progress toward
3 achievement of its vision of sustainability.
4 WHEREAS the City endeavors to be recognized as a "livable and
5 progressive international city, regarded for the richness of its multicultural
6 population," and
7 WHEREAS the City realizes that the natural resources essential to the
8
economic, social, and cultural well-being of its citizens are finite, and
9
10 WHEREAS the City recognizes its responsibility to improve human
I I health while supporting a diverse community with equitable access to
12 opportunities, and
13 WHEREAS the City recognizes the value of cultural contributions, such
14 as the arts, innovation, heritage, recreation, and the overall value of a high
15
quality of life for its citizens, and
16
WHEREAS the City recognizes that protection, preservation, and
17
18 restoration of local and regional ecological quality is vital for our economic,
19 social, and cultural well-being, and
20 WHEREAS the City seeks to strengthen its position as a vibrant
21 economic center and as a destination for investment, thus supporting local
22 business, and
23
WHEREAS "sustainability" is used by international, national, and local
24
25 organizations to mean consideration of environmental, economic, social, and
26 cultural values in decision making, and

WHEREAS Tacoma's Climate Action Plan seeks "to guide the reduction
2 of greenhouse gases and provide a blueprint to grow our local economy, to
3 make Tacoma more livable and more attractive, to allow our citizens to be
4 healthier, and to advance sustainability for the long term," and
5 WHEREAS, on October 31, 2008, the City Council adopted
6
Resolution No. 37631, creating the Office of Sustainability and establishing the
7
Sustainable Tacoma Commission on Climate Change; Now, Therefore,
8
9 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TACOMA:
10 Section 1. That the City's vision of sustainability is: (1) Tacoma will
I 1 achieve exceptional quality of life for every generation and will leave a legacy of
1 2 stewardship and (2) Tacoma will achieve lasting and equitable prosperity; build
1 3 a safe, healthy, attractive, and vibrant community; and minimize negative

impacts in order to conserve the natural resources that sustain it.

1 6 Section 2. That the City's definition of sustainability is: The City and its
1 7 citizens meet current needs without compromising the needs of future
1 8 generations, such that environmental, social, cultural, and economic
19 considerations are balanced and integrated in a day-to-day, decision-making
20
manner.

Section 3. That the City's vision and definition of sustainability will guide
22
and inform City policy; decision-making by City staff, boards, and commissions;
23
24 and the legislative decisions of the City Council.
25 Section 4. That the City will define goals toward achieving its vision and
26 implementing its definition of sustainability and measure and report yearly

progress by defining City government and community sustainability indicators,

2 such as the energy use consumption of the City government itself; and that the
3 City will adopt five- and ten-year targets for each defined sustainability indicator,
4 starting in the year 201 1.
5 Section 5. That, in addition to its duties regarding implementation of the
6
Climate Action Plan, the Sustainable Tacoma Commission on Climate Change
7
will be responsible for overseeing, coordinating, communicating, and
8
9 encouraging public involvement regarding sustainability initiatives as are
10 consistent with the City's vision and definition of sustainability.
I I Section 6. That, in addition to implementing the Climate Action Plan, the
12 Office of Sustainability will be responsible for researching policies, establishing

sustainability goals for City government and the community, supporting
14
implementation, integrating values, recommending and promoting practices,
1 5
1 6 and partnering with government and businesses to advance the City's vision
1 7 and definition of sustainability within the City and the region.

The Sustainable Tacoma Commission brought this policy recommendation to EPW numerous times and most
recently passed on March 23, 201 1. This resolution brings clarity to the City's definition of sustainability and
recommits the City to track and report on our progress.
